Position Paper on EC Consultation on Private Copying Levies
The European Commission has launched a new consultation on Private Copying levies, aimed at developing a common application of these levies.
The members of the EPAA fully support the system of payment for private copy.
They believe that the remuneration of equipment and blank media should be increased, rather than be replaced by DRM Systems. DRM systems are absolutely imperative for the development of cinema on demand: they are now sufficiently flexible and safe to be considered satisfactory on the whole.
We are strongly in favour of the development of DRM systems, the modern day equivalent of the cinema walls of the past. But DRM systems have not demonstrated 100% efficiency in controlling the private copy yet.
We should further push forward a parallel system of payment for private copying as well as the development of secure DRM systems.
