Position Paper on Territorialisation of Public Support System

The European Commission is currently studying the effects of the territorialisation criteria of the public support systems for film production.

In this framework, the European Producers Club has informed and consulted its members on this issue.

The members of the EPC understand that it will be very difficult to obtain the necessary funds from governments without ‘local spend’ requirements. We believe that without any territorialisation criteria public support will not be possible

However the EPC is against establishing systems of “all or nothing” - which give support only if all cost are spent in one country - and make co-productions difficult if not impossible.

We hope the European Commission will hear our voice, and understand our views.
